I like your approach to handling Mooks JP over the current rules. However I'm not sure how keen I am on Mooks' power levels not decreasing with the damage they've taken since their power level is largely a factor of their numbers, so if their numbers decrease, I would expect the challenge they present to supers to decrease as well.

This approach doesn't answer issues of Mooks vs Mooks, nor some other situations that arise from time to time either. I like the idea, but it doesn't answer all the issues I have with Mooks. That being said, I'd certainly use your rules over the core rules any day!
